Kings County Traffic Court Records

Kings County traffic court records cover all traffic violations issued in Brooklyn, one of the five boroughs of New York City. Because Kings County falls within the city, non-criminal moving violations go through the DMV Traffic Violations Bureau rather than a local court. The TVB has two offices in Brooklyn that handle hearings and payments for traffic tickets. If you need to search for a traffic court record, check the status of a ticket, or find out how to pay or contest a violation in Kings County, this page explains the full process and where to go for help.

Traffic Court Records in Kings County

Kings County is Brooklyn. It is the most populous borough in New York City, and its traffic court records are handled by the DMV Traffic Violations Bureau. The TVB processes all non-criminal moving violations issued within the five boroughs. That includes speeding, running red lights, improper turns, and cell phone use while driving. Criminal offenses like DWI go to Kings County Criminal Court at 120 Schermerhorn Street instead. Under VTL Section 155, the TVB has the authority to adjudicate these non-criminal traffic matters.

You must respond to your TVB ticket within 15 days. Fail to answer and your license gets suspended. The DMV will also enter a default conviction, which means points on your record and fines you still have to pay. You can check the status of any Kings County traffic court record through the MyDMV portal by logging in with your NY.gov ID.

Most Kings County traffic court records are public. Anyone can search for basic case information through the NY State court system. The Kings County Clerk's Office at 360 Adams Street, Room 189, Brooklyn, NY 11201 maintains court records and provides public access. You can reach them at (347) 404-9772. Hours are Monday through Friday, 9:00 AM to 5:00 PM.

Use the DMV online reservation system to schedule an appointment before visiting either Brooklyn TVB location. Walk-ins are not accepted.

You can also handle your Kings County traffic court records online. The plead or pay portal lets you enter a guilty plea and pay fines, schedule a not guilty hearing, or change your plea. You need your ticket number and personal details to use the system. It can take a few days after a stop for the ticket to appear in the DMV system.

Kings County Traffic Court Records Hearings

If you plead not guilty, a DMV Administrative Law Judge hears your case at one of the Brooklyn TVB offices. You do not get a jury. The judge listens to the officer's sworn testimony, then you or your attorney can ask questions. You can also bring your own witnesses and evidence. The burden of proof is "clear and convincing evidence," which is higher than the preponderance standard used in civil cases but lower than beyond a reasonable doubt.

You are not required to attend in person. Under TVB rules, you can submit a Statement in Place of Personal Appearance (SIPOPA) and have the judge decide based on written submissions. You can reschedule your hearing one time, as long as the new date falls within 20 months of the ticket date. To reschedule, call (718) 488-5710 at least 24 hours before your hearing, or do it online at least 10 days in advance.

Points and Penalties for Kings County Records

Every conviction on a Kings County traffic court record adds points to your driving record. Under VTL Section 510, accumulating 11 points in 18 months can lead to license suspension. The point values for common violations are:

  • Speeding 1-10 mph over: 3 points
  • Speeding 11-20 mph over: 4 points
  • Speeding 21-30 mph over: 6 points
  • Cell phone or texting: 5 points
  • Red light violation: 3 points
  • Reckless driving: 5 points

If you reach 6 points in 18 months, you must pay a Driver Responsibility Assessment -- $100 per year for three years, plus $25 for each point over 6. The DMV point system page has the full chart. Completing a defensive driving course can remove up to 4 points and cut your insurance by 10 percent.

Kings County Court System

Beyond the TVB, Kings County has a large court system. The Supreme Court at 360 Adams Street handles major civil matters. The Criminal Court at 120 Schermerhorn Street processes misdemeanors and traffic violations that rise to criminal level -- things like driving while intoxicated under VTL Section 1192 or aggravated unlicensed operation. Those cases produce their own set of traffic court records separate from TVB cases.

For online access, the NYS Courts records page explains how to use eCourts, WebCriminal, and NYSCEF to search Kings County records. The eCourts system covers civil Supreme Court cases. WebCriminal handles criminal case lookups. NYSCEF lets you search electronically filed documents even without an account.

To pay a traffic fine online for a TVB ticket, visit the NY.gov payment portal. You need your ticket number and DMV ID. Payment plans are available if you can't pay the full amount at once.
